Banc Du Energy Park

Banc Du Energy Park Limited, part of Bute Energy, has applied to build up to six wind turbines on the hills about 1 km north of Llangurig in Powys, five of them up to 200 m to the tip of the blade and one up to 180 m, on ground already rising above 430 m, together with a substation, a new junction on the A44, tracks across the hill, watercourse crossings, a borrow pit and construction compounds, for 40 years. The strongest reasons to object come from the applicant’s own Environmental Statement. It finds major and significant harm to the landscape of the Severn and Wye valleys, significant visual effects at 12 of the 24 viewpoints assessed and at 30 of the 79 homes or groups of homes assessed, significant harm to local red kite and golden plover populations from birds striking the blades, and a significant noise effect at a nearby property, with no mitigation offered for the landscape and visual harm because for turbines of this height there is none.

The site lies outside the areas the Welsh Government has already judged suitable for large wind farms, it sits beside the existing Bryn Blaen wind farm with the Rhiwlas application about 2 km away, and the applicant accepts it has not assessed what all these wind farms would look like together. A bat survey report and the peat survey data have not been published, health, fire risk, tourism and the local economy were left out of the assessment, and much of the promised protection for noise, drainage, pollution, traffic and wildlife would only be written after permission is granted.

The landscape surrounding Llangurig is defined by the meeting of the upper Wye and Severn valleys, where open upland hills descend into pastoral farmland, woodland and traditional rural settlement. Its beauty lies in its openness, tranquillity, dark skies and extensive views across the surrounding hills and valleys, creating a distinctive sense of place enjoyed by residents, walkers, cyclists and visitors alike.

Although the Banc Du site is not within a nationally designated landscape, this does not diminish the qualities that make this part of Mid Wales attractive and valued.
